The main project objective is to create an active, open and dialogic public environment due to participation of experts, business and citizens in order to increase judiciary working efficiency, as well as legal knowledge of the participants regarding non-judicial dispute resolution

Specific objectives of the project:

  1. Promote the dialogue between the judiciary, civil society, NGO’s, experts and businesses from Vratsa district by providing better communication through exchange of information and sharing of ideas at local level.
  2. Strengthening the capacity of the experts for the Vratsa District in order to develop and improve the work of the judiciary.
  3. Increasing the knowledge of the target groups in the Vratsa District on Mediation and Arbitration as Alternative Dispute Resolutions methods.

Project “Raise civic participation and expert witnesses’ competences in the justice system in the region of Vratsa” shall be implemented with the financial assistance of Operational Programme “Good governance”. The main project objective is to create an active, open and dialogic public environment due to participation of experts, business and citizens in order to increase judiciary working efficiency, as well as legal knowledge of the participants regarding non-judicial dispute resolution. The project activities shall promote the dialogue and experts' participation in the course of the judicial reform. To achieve the main project objective shall be conducted a survey aiming to identify possible problems that citizens and business might have in their interaction with the judiciary at local level. It shall also present possible measures to overcome the identified problems. It will be organized a round table discussion for ideas and information exchange. The establishment of open dialogue between the participants, judiciary, NGO, business representatives and citizens, will ensure understanding, trust, common efforts and responsibility of all parties in the communication process. Within the project implementation it will be carried out a specialized training for entrant expert witnesses aiming to increase their legal competencies regarding forensic expertise. Furthermore, it will be created a concise guide containing basic information on alternative dispute resolution methods aiming to enhance the legal culture of business entities and society on that matter. In order to achieve this specific goal two information seminars will be held as well. The project follows the Strategy for continuation of the judiciary reform under the European Union membership conditions providing the civic participation in the context of the current understanding of the judiciary independence and through promoting active dialogue as a form of external non-political control for raising legitimacy and trust.

Raise civic participation and expert witnesses' competences in the justice system in the region of Vratsa

From 20.11.2017 to 31.12.2017, The Chamber of Commerce and Industry Vratsa, will conduct two types of surveys under the project “Raise civic participation and expert witnesses' competences in the justice system in the region of Vratsa”. For this purpose, questionnaires will be developed. The first questionnaire aims to examine the current problems faced by the business in Vratsa region in connection with the resolution of legal disputes. The second questionnaire aims to examine the perceptions of the citizens of Vratsa district about the public image of judicial system in the city. The activity provides an analysis of the surveys and their systematization in a report.

The project is funded with the financial support of Operational Programme “Good governance”, co-funded by the European Social Fund. Beneficiary and implementing the project is The Chamber of Commerce and Industry Vratsa. Duration of the project: 12 months.
